Sandra Chaloux is the founder and principal of Chaloux Environmental Communications (CEC).  For the past 15 years, Ms. Chaloux has helped numerous public and private sector clients obtain the consent and support they need to succeed with their projects and programs. Her professionally executed communications plans help CEC clients establish trust, credibility and cooperative working relationships with their communities, elected officials, regulatory agencies and other key stakeholders and decision-makers. Her work has been cited in several editions of the Business and Society college textbook.

Ms. Chaloux brings a wealth of experience in the following areas: 

  • Designing and implementing effective community relations programs for high-profile clients/projects—18 years experience
  • Planning and executing public communication and media relations services for senior Department of Defense (DoD) officials within the Office of the Undersecretary of Defense - Installations and Environment Division -Emerging Contaminants Directorate
  • Managing public involvement projects for the U.S. Department of Defense under the Formerly Used Defense Sites (FUDS) and Base Realignment and Closure (BRAC) programs
  • Establishing and facilitating Restoration Advisory Boards for the U.S. Army Corps of Engineers
  • Providing risk communications consulting services to the U.S. Air Force Institute for Operational Health
  • Managing the marketing department and community relations consulting services for the Virginia office of Environmental Science & Engineering Inc.
  • Coordinating state-wide risk communications efforts for the chemical industry
  • Providing public relations and community relations services to petroleum companies at above ground storage tank facilities and refineries
  • Managing community outreach efforts for a municipal public works sewer upgrade project
  • Advising Loudoun County elected officials on local land use applications and planning policies

Some of her successes include:

  • The community relations plan that Ms. Chaloux prepared for the Fort Pickett base realignment and closure project is used as a model by EPA for other federal facilities in Region III and was cited as a success story in EPA’s Partners in Progress publication
  • The public outreach efforts that she coordinated for the Maryland Chemical Industry Council’s risk management reporting requirements under the Clean Air Act was cited as one of the most successful industry outreach efforts in the country by the Chemical Manufacturers Association
  • Her community involvement work for the City of Rockville on a new sewer upgrade alternative and alignment study resulted in a recommendation that obtained unanimous support and approval from the city council and the community
  • The Restoration Advisory Board and community outreach efforts that she initiated for the U.S. Army Corps of Engineers at the Former Walker Air Force Base were cited as a public participation success story in the Department of Defense’s Annual Report to Congress in 2000.
  • 300% revenue growth of the Virginia branch of Environmental Science & Engineering, Inc. during the five year period that Ms. Chaloux managed marketing and public relations for the branch


Ms. Chaloux is accredited in public relations by the Public Relations Society of America and has a bachelor’s in communication studies from Virginia Tech.  Sandra served on the Loudoun County Planning Commission as the Dulles District representative in 2008 and 2009.
